I. FOOTBALL

1. The maximum number of contests will be designated yearly by the NCAA.
2. The conference championship will be decided by a single round-robin.
3. The official ball shall be designated yearly by the Athletic Directors' Council.
4. The officials for conference contests shall be from the Tri-State Intercollegiate Association. The PAC will reflect the same number of officials per game (6 or 7) as used in the NCAA Championships.

5. Officials used in junior varsity games must be fully registered by the state or local organizations.  Games shall be played under existing PAC rules. Six officials should be used for each game.
6. No junior varsity contest can be held before the first scheduled varsity contest.
7. For conference contests, the home team will wear dark jerseys, and the visiting team will wear light jerseys.
8. All PAC football kickoff times will be unilaterally controlled by the home team between the hours of 1-7 p.m. for games in September and October, and between noon-2 p.m. for games in November.
9. Game communication facilities shall be provided so that the home and visiting teams have at least two separate lines from the press box to the sideline.  Teams may have more than that and may bring their own lines to away games.  If one line goes down that was provided, then both teams must put one line down.
10. Teams will adhere to the preseason practice schedules set forth by the NCAA.
11. The PAC provides four passes for every participant to be used at conference games.
12. The home team shall provide a specific number of game balls for each contest.   On wet days, the home team will provide six (6) footballs.  On dry days, four (4) balls.  The ball will be an NCAA-approved Wilson ball.

13. Teams will exchange all game videos the week prior to the week they play.  If the videos are sent regular mail, then they will be sent on Monday.   If they are sent overnight, then they will be sent on Tuesday.  Coaches can by mutual agreement send the tapes earlier.  The video of the game played immediately before the contest will be exchanged in person at a mutually determined site. A back copy will be available if the home team has taken one and the visiting team requests one and provides a blank tape.

Wide – The video will show 3-4 seconds of accurate scoreboard (showing accurate down and distance). If scoreboard has incorrect down and distance, film scoreboard to show clock and film down and distance markers on the field. Each play will include all pre-snap motions and adjustments. The duration of each play will show all 22 players throughout the play. At the end of each play, the video will be zoomed in to show a close-up of those players involved in the conclusion.

Tight – The video will begin when the offense breaks the huddle and show the offense coming to the line of scrimmage. This video should consist of offensive linemen, quarterbacks, running backs, tight ends, defensive linemen and linebackers. This view should not include wide receivers and cornerbacks, but may include safeties. This view should follow the ball carrier throughout the play and will be zoomed in to show a close-up of those players involved in the plays conclusions

14. Cancelled game policy: If teams know ahead of time the game cannot be played, then 1) Play at opposite site if conditions make play impossible at scheduled site, 2) find a site agreeable to both teams. If the game has been cancelled and a new game is necessary, then 1) Play the game on an open date that both teams possess, 2) Play the game on the Sunday or Monday immediately after the scheduled contest, with the site determined by the same process used if the game were cancelled ahead of time, 3) If the game determines the conference championship, it will be played in place of the last game of the season for both teams that is not a conference game, 4) If the game does not determine the conference champion, it may be played the first Saturday after the regular season if it does not interfere with either team playing in a post-season contest (NCAA or ECAC).

15.
Tiebreaker for NCAA automatic qualifier (AQ): 1) Head-to-head competition, 2) Record against the highest-ranked team in the conference not involved in the tie. In the case of a three-way tie, it would be the fourth team. In case of a four-way tie, it would be the fifth-team, etc. If the records against that team are the same, it goes to the next highest team not involved in the tie, etc., 3) Strength of schedule for all games using the NCAA playoff selection strength of schedule formula, 4) Record vs. common non-league opponent(s), and 5) overall record. Note: if one team is eliminated, the tiebreaker begins again at step #1.


II. MEN'S CROSS COUNTRY

1. The maximum dates of competition will be designated yearly by the NCAA.
2. The conference championship will be decided by a conference meet with the day, time, and site set by the Athletic Directors' Council.

3. The men's race will be eight kilometers
 

III. MEN'S SOCCER
1. The maximum number of contests will be designated yearly by the NCAA.
2. The conference champion will be decided by a conference tournament.

3. Single round-robin schedule to determine seeding in the conference tournament.  The conference will adopt a flex schedule from the last week of September to the last week of October.

4. The official ball shall be designated yearly by the Athletic Directors' Council.

5. The officials for conference contests shall be selected by a recognized independent officials association.

6. The official timekeeper and statisticians should be provided a table to comply with the NCAA Soccer Guide.  A horn should also be provided for substitutions and time-outs.

7. The home team will wear light jerseys and the visiting team will wear dark jerseys.   Other arrangements may be made in writing by the two (2) athletic directors involved.

8. Seeding for the conference tournament will be based on point totals, with teams earning three points for a win, one point for a tie and no points for a loss. The seeding for the conference tournament will be determined by the games contained in the flex schedule issues by the executive director.

9. For all conference games (including the conference tournament), if a home field is deemed unplayable, the home team may find another NCAA regulation site to host the game. If no alternative site is found, the visiting team has the option of hosting the game at any NCAA regulation field. If neither of these options apply, the PAC executive director will select a site to hold the game. All regular season games must be completed by the Sunday before the start of the conference tournament.


IV. MEN'S BASKETBALL

1. The maximum number of contests will be designated yearly by the NCAA.

2. The conference champion will be decided at a conference tournament.  A double round-robin regular season schedule will determine tournament seeding.

3. The official ball shall be designated by the NCAA yearly. The official ball for the 2007-08 season will be the Wilson Solution Game Ball.

4. Three officials, selected by a recognized independent officials association, shall be used for all conference contests.

5. Scrimmages must take place prior to the first scheduled varsity contest.

6. Cancelled Event Policy: The makeup date for cancelled games will be no later than the first available Monday if playable.

7.  No scouting information of any kind (e.g., video, verbal, fax, e-mail, etc.) on any PAC team may be provided to any non-PAC member. All tapes exchanged within conference will be on a new, unused video tape, will be viewable in VHS format, of sufficient visual quality, and of sufficient visual sound quality (no play by play).  A minimum of two game films shall be made available, upon request, to each opposing PAC member.  Sufficient time must be allowed to mail a requested tape.  Unless an arrangement between two schools is made, coaches should be given at least one week’s time from the end of the requested contest to mail a requested tape.  If the tape is to be sent by another carrier other than the U.S. postal service, the institution requesting the tape will pay for the postage. 

8.  Filming of Games for Visiting Teams: A host institution will film contests for visiting institutions.  Visiting institutions are responsible for providing a VHS tape to the host institution.  The host institution will provide a copy of the contest to the visiting institution immediately following the completion of the contest. 

9. Scouting: No institution shall allow a representative of a non-participating team or institution to film or video tape an event without the prior approval of all participating institutions.

10. Men's Basketball Committee: There will be a Chair and Vice Chair in charge of the committee. Each year, the President and Vice President will change. The Chair and Vice Chair are awarded alphabetically by institutional name, with the President being the current institution alphabetically and the Vice President being the institution that is next alphabetically.  The term for a Chair and Vice Chair officially begins and ends at the conclusion of the Spring Athletic Directors Meeting that proceeds the Spring PAC All Coaches Conference.If there is a coaching change which affects the term of a Chair then the Vice Chair will become the Chair for the remainder of the year and the next qualified coach alphabetically will become the new Vice Chair (Qualified meaning as long as the next coach alphabetically has been in the league for a season). All issues that arise during the year that need to be discussed or reviewed will be directed to the Chair. The Chair will be the liaison between the PAC administration and members of the men’s basketball committee.


V. MEN'S SWIMMING & DIVING

1. The maximum dates of competition will be designated yearly by the NCAA.

2. The conference championship will be decided by a conference meet held on dates set by the Athletic Directors' Council.

3. The site of the conference meet shall be determined by the Athletic Directors' Council.

4. The officials for conference contests shall be selected by the host institution and approved by the competing PAC coaches.  The officials will act as starter, referee, and judges.

5. All teams will report results and Top 16 finishes to the designated PAC coach who is compiling the list by 3 p.m. on a Monday following the meet.

6. All PAC swimming & diving teams must use Hytek Meet Manager and Team Manager software.


VI. WRESTLING

1. The maximum dates of competition will be designated yearly by the NCAA.

2. The conference championship will be determined by a conference meet with the site rotating among member institutions.

3. In the conference meet, each team must have six (6) or more men competing in order to score championship points.

4. Weigh-in times for dual meets shall follow NCAA guidelines or mutual agreement of both coaches.

5. No individual can wrestle on more than sixteen (16) dates whether or not the competition is in the form of varsity, junior varsity, freshman, or scrimmage matches.

6. Any scrimmage must occur prior to the first scheduled varsity contest.


VII. MEN'S TRACK & FIELD

1. The maximum dates of competition will be designated yearly by the NCAA.

2. The conference championship will be decided by a conference meet with the date and site set by the Athletic Directors' Council.

3. Whenever possible, metric distances should be used in dual and triangular meets.

4. All coaches are required to send each track coach in the conference a schedule and a roster (names, year in school, events, and hometown) by the first Monday in April.


VIII. BASEBALL

1. The maximum number of contests will be designated yearly by the NCAA.
2. A triple round-robin to determine placement in a tournament near the end of the season which will decide the conference champion and official team placing.  The three-game series between schools will include one nine-inning game and a seven-inning doubleheader in a weekend series.  The tiebreaker procedure in conference tournament seeding will be as follows: 1. Head to head - record of all tied teams against each other. 2. Point value based on first = 5 pts., second = 4 pts., third = 3 pts., fourth = 2 pts., and fifth =1 pt. 3. Winning percentage against common opponents 4. Winning percentage versus Geneva and Saint Vincent 5. Coin flip. If more than one tie exists, determine the lower seed first.  If league games cannot be made up, then the team's conference winning percentage will be used to determine seeding.
3. If the championship tournament cannot be finished due to inclement weather, the champion will be the #1 seed, unless this team has been eliminated. If the #1 seed has been eliminated, the champion will be determined by the following: 1) if one team in undefeated, then that team is the champion; 2) If two teams are unbeaten, the highest seeded unbeaten team is the champion; 3) If all remaining teams have one loss, the highest seeded team remaining is the champion.

4. The official ball shall be designated yearly by the Athletic Directors' Council.

5. The umpires for conference contests shall be assigned by the supervisor of officials. The supervisor shall be selected by the coaches with approval of the PAC Athletic Directors' Council.  For all tournament games, four umpires will be used in each game. A game administrator (other than the baseball coach) must be on site during the games. A restroom facility must be on site (this may be a portable unit).

6. All regular season conference games will observe the halted game rule in effect prior to the contest becoming an official game. All tournament games must be played to completion, nine innings.
7. Opponents shall be notified by 9:30 a.m. (or before departure), whenever possible, on the day of the game, if the field is playable or if weather is inclement.
8. Once a team leaves campus and the game is rained out or halted, it will be made up at the opposite site on the next available date.  Throughout the conference schedule, makeups are to be played on the first available day, including Sundays, unless school policy forbids.  The next available date occurs when both teams and sites are available. This does not apply to games involving Thomas More.

9. The day after each conference series will be a soft schedule day in which conference games have priority over non-conference.  The week of the PAC Tournament will also be a soft-scheduling period.  If a school violates this policy, a forfeit loss will be factored into the tournament seeding. The Tuesday prior to the PAC Tournament is the final day for rescheduling PAC games. Any series involving Thomas More can be extended one day due to inclement weather, but cannot be rescheduled once the visiting team has traveled to the host school.


IX. MEN'S GOLF

1. The maximum dates of competition will be designated yearly by the NCAA.
2. The conference championship will be determined by a conference tournament with the dates set by the Athletic Directors' Council.
3. The conference championship tournament shall be held on an eighteen (18) hole course.
4. Each school may enter five (5) individuals in the tournament.
5. The current United States Golf Association Rules of Golf will be followed for all conference matches.
6. The scoring of dual matches will be on the four (4) lowest medal play basis.
 
X. MEN'S TENNIS
1. The maximum dates of competition will be designated yearly by the NCAA.
2. The conference championship will be decided by a conference tournament with the dates and site set by the Athletic Directors' Council.
3. The conference schedule will consist of a single round-robin format.  All conference matches must be contested, either indoors or outdoors, prior to the championships.  The first match between conference schools will count toward conference tournament seeding.

4. In case of inclement weather, it is recommended that all matches be rescheduled.  If the visiting team incurs an expenditure on the day a match is rained out, then the match (or remainder of the match) will be played at the opposite site.

5. Intercollegiate Tennis Association Rules Regulations and Tournament Procedures will govern all PAC dual matches except as follows:

a. Official Tennis Ball: The PAC official ball shall be the USTA approved Penn or Wilson heavy duty balls recommended for hard court or outdoor play.

b. Match Scoring: All singles matches will be best of three sets with Ad-scoring and a 12-point tiebreaker at six (6) games all in each set.  All doubles matches will be eight (8) game pro sets with Ad-scoring and a 12-point tiebreaker at eight (8) games all.

c. Match Counts One Point: Each match counts one (1) point towards the dual match score.   The dual match consists of nine (9) points with the team winning five (5) or more points winning the dual match.

d. Neutral Official: The home team is responsible for providing neutral official(s) to perform the duties of match referee and roving officials or court monitor as outlined in the ITA Rules and Regulations if requested by the visiting team.  The request must be made two weeks prior to the scheduled match.  The neutral official must be knowledgeable of ITA and USTA Rules and Regulations but does not have to be USTA certified.

e. Absence of Neutral Official: In the absence of a neutral official, the coaches will perform the duties of Referee and Court Monitor.  The home coach will perform the duties of the referee and the visiting coach will perform the duties of the Roving Court Monitor.

f. Unfair Line-up Appeals: If a coach feels that the opponent's line-up was not fair during a dual match, she or he may submit an appeal to the conference championship tournament coaches committee for consideration at the championship seeding meeting.  Notification of the appeal should be sent to all conference coaches one week prior to the conference championships.  The committee may adjust the championship tournament flight and seeding of the player under appeal after reviewing match results and hearing the appeal.

g. Doubles Matches Played Prior to Singles Matches: All three doubles matches should be played prior to commencement of singles matches during dual match play.  Alternate match schedules may be played with prior agreement of the two coaches.

h. Singles Play Starts Ten Minutes After Doubles Play: All players should be ready to start their singles play within ten (10) minutes after completing their doubles match.   A coach may request an additional period, not to exceed twenty (20) minutes, if extenuating circumstances exist (i.e. length of match, trainer accessibility, etc.).

6. The host school is responsible for rules documentation.   Each host coach shall have available at the match site: a copy of the PAC tennis regulations and the USTA Friend At Court, which contains the ITA and USTA Rules and Regulations, The Code and Officiating Techniques and Procedures.

7. All coaches are required to send each tennis coach in the conference a schedule and a roster (name, year in school, position and hometown).  These must be sent one (1) week prior to the opening of the conference schedule.
 

XI. WOMEN'S CROSS COUNTRY

XIII. WOMEN'S VOLLEYBALL
1. The maximum dates of competition will be designated yearly by the NCAA.
2. The conference champion will be decided at a conference tournament.  A double round-robin regular season schedule will determine tournament seeding.

3. For the purpose of seeding in case of a tie in determining any seed, the tie-breaking procedure will be: 1. Head-to-head matches, 2. Games won vs. games lost between tied teams, 3. Point differential between tied teams, 4. Overall record, 5. Coin flip.

4. The official ball will be chosen yearly by the coaches' committee.

5. The home team shall provide the visiting team with volleyballs for use in their warm-up.

6. The officials for conference contests shall be selected by a recognized independent officials association.

7. A list of undesirable officials relative to each member institution should be sent to the other volleyball coaches immediately at the conclusion of the season.

8. All matches will be played to 30-point rally scoring except the fifth game, which will be played to 15 points with no cap scoring.

9. In a tri-match, the conference match must be played first followed by the two (2) non-conference matches.

10. The court should be set up sixty (60) minutes prior to the start for warm-ups.

11. A minimum of (10) minutes for warm-up shall be allowed for all teams before and between matches.

12. A visible scoreboard should be available for all matches.

13. Ground rules for play must be agreed upon by both coaches prior to the start of the match.

14. It is recommended that linesmen be paid for their job and that they must not be members of any team involved in play.

15. In case of a delay in arrival, a team will be given thirty (30) minutes beyond the starting time for the match to be on the floor for play.  In a tri-match, the teams present shall play with the team delayed not being penalized until the first match is complete.

16. Scores must be kept in approved NCAA form.

17. Each team is responsible for providing their own statistician who is familiar with the AVCA statistics.

18. If a school has not reported statistics to the league office after the first two reporting dates, its players and stats will be excluded from All-Conference consideration.   Each coach shall be responsible for timely and accurate reporting.

19. Cancelled Event Policy: The PAC volleyball coaches will follow the NCAA rules listed in the Rules & Interpretations guide. The conference will reschedule the match at the earliest possible date, while determining that the standings of completed games remain. If a game is in progress, that game will be started over unless a team is winning by 18 points or more and is up 2-0 in the match.


XIV. WOMEN'S SOCCER
1. The maximum number of contests will be designated yearly by the NCAA.

2. The conference champion will be decided by a conference tournament.

3. Single round-robin schedule to determine seeding in the conference tournament.  The conference will adopt a flex schedule from the last week of September to the last week of October.

4. The official ball shall be designated yearly by the coaches' committee.

5. The officials for the conference contests shall be selected by a recognized independent officials association.

6. The official timekeeper and statisticians should be provided a table to comply with the NCAA Soccer Guide (is is strongly recommended that the official timekeeper not be a member of one of the competing institutions).

7. A minimum of two sideline ball persons shall be provided by the home team.

8. A horn should be provided for substitutions.

9. The home team will wear light jerseys and socks and the visiting team will wear dark jerseys and socks.  Other arrangements may be made in writing by the two (2) athletic directors involved.

10. It is mandatory that all conference contests be officiated by a three-official system.

11. Seeding for the conference tournament will be based on point totals, with teams earning three points for a win, one point for a tie and no points for a loss. The seeding for the conference tournament will be determined by the games contained in the flex schedule issues by the executive director.

12. For all conference games (including the conference tournament), if a home field is deemed unplayable, the home team may find another NCAA regulation site to host the game. If no alternative site is found, the visiting team has the option of hosting the game at any NCAA regulation field. If neither of these options apply, the PAC executive director will select a site to hold the game. All regular season games must be completed by the Sunday before the start of the conference tournament.

4. The officials for conference contests shall be selected by the host institution and approved by the competing PAC coaches.  The officials will act as starter, referee, and judges.

5. All teams will report results and Top 16 finishes to the designated PAC coach who is compiling the list by 3 p.m. on a Monday following the meet.

6. All PAC swimming & diving teams must use Hytek Meet Manager and Team Manager software.

XVI. WOMEN'S BASKETBALL
1. The maximum number of contests will be designated yearly by the NCAA.

2. The conference champion will be decided at a conference tournament.  A double round-robin regular season schedule will determine tournament seeding.  Criteria for breaking a tie for seeding purposes is: 1. head-to-head, 2. matching wins vs. higher seeds, 3. record vs. common opponents, 4. coin flip.

3. The officials for conference contests shall be selected by a recognized independent officials association.

4. Scrimmages must take place prior to the first varsity contest.

5. All coaches are required to send each basketball coach in the conference a schedule by October 15.

6. Cancelled Event Policy: The makeup date for cancelled games will be no later than the first available Monday if playable.

7. Tape Exchange Policy - There is a two-tape maximum request from each institution permitted. Form requests are to be received by the opening weekend. On-site dubbing for the host institution is mandatory - tape must be given to visiting team before departure.


XVII. WOMEN'S TRACK & FIELD

1. The maximum dates of competition will be designated yearly by the NCAA.

2. The conference championship will be decided by a conference meet with the date and site set by the Athletic Directors' Council.

XVIII. WOMEN'S SOFTBALL
1. The maximum number of contests will be designated yearly by the NCAA.

2. The conference season will include a single round-robin of doubleheaders.  The host school may select which game they choose to be designated as home team. The international tiebreaker will not be used in conference play.

3. The conference champion will be decided at a double-elimination tournament.

4. Tournament seeding will be determined by winning percentages after regular season round-robin play.  Criteria for breaking a tie for seeding purposes is: 1. head-to-head, 2. matching wins vs. higher seeds, 3. Regional record win percentage, 4. record vs. common opponents, 5. coin flip.

5. The official rules will be the NCAA/ASA Softball Fastpitch Rules.  (If not covered in the code.)

6. The official ball shall be designated yearly by the NCAA.

7. The officials for conference contests shall be selected by a recognized independent officials association.  (Minimum of two (2) umpires with NCAA rating.)

8. The field must be available at least one hour before game time with the home team taking the field for the first twenty-five (25) minutes and the visiting team taking the field for the second twenty-five (25) minutes.  If a team arrives late, it will forfeit its field time or will use only the time remaining.  The game may be delayed a maximum of fifteen (15) minutes.  Exception: In case of an emergency and upon notification of the home team before game time, the game may be delayed or rescheduled upon agreement of the coaches.

9. If unplayable or questionable conditions exist, the host coach or director shall notify the visiting coach of such conditions before 11:00 a.m. on the day of the scheduled game.

10. Unplayable games must be rescheduled as soon as possible, even it it means playing back-to-back or more times per week.  Conference games take precedence over all non-conference games.  No game date is to extend beyond the last day of classes.

11. Refusal to play a conference game will constitute an automatic forfeiture. If a date cannot be agreed upon, the issue will be presented to the PAC executive director.

12. Nominations for All-Conference team will be six (6) players, including pitcher. Each coach will provide PAC stats with their nominations. Coaches will meet to discuss and vote on the all-conference teams (1st & 2nd team, honorable mention).

13. Softball chairperson will serve for two (2) years, then rotating to the next alphabetical school.

14. If a team has not reported statistics to the league office after the first two reporting dates, its members and stats will be excluded from All-Conference consideration.   The coach shall be responsible for accurate reporting on a weekly basis.

15. All softball fields should meet NCAA regulations concerning field dimensions, specifications and criteria. It is highly recommended that each school have a tarp for field maintenance purposes.


XIX. WOMEN'S GOLF

1. The maximum dates of competition will be designated yearly by the NCAA.
2. The conference championship will be determined by a conference tournament with the dates set by the Athletic Directors' Council.
3. The conference championship tournament shall be held on an eighteen (18) hole course.
4. Each school may enter five (5) individuals in the tournament.
5. The current United States Golf Association Rules of Golf will be followed for all conference matches.
6. The scoring of dual matches will be on the four (4) lowest medal play basis.
